I guess I am not completely clear if I understand your question...Are you talking about registering website users or allowing users to register for classes, seminars, events, etc?
If it is for the latter there are a couple extensions listed in the typo repository that deal with this issue.
I have not used it specifically but I know that at least one of this forum's contributers has used the extension Seminar (http://typo3.org/extensions/repository/view/seminars/0.5.1/)

Depending on the functionality that you need...a simple solution may be to just use the form wizard in the Mail Form plugin to create a form which collects the users information (name, contact info, etc.) and then emails it to a specific email address.
