2.2 Creating the Typoscript Template Record on a Page
The Typoscript template record is what gives your website and its dynamic content areas their functionality. Without it, you may have a pretty looking site design (because you've applied the Template Structure and Design to the Page Properties), but none of the content you enter through the administration area will be displayed correctly. This “template” will only need to be created once, on the root-level page of your website. If you are using the WEC Starter Package, this should already be in place as “Default Template,” and you shouldn't need to recreate it. You can see it by clicking the “List” Web module on the left of your screen and selecting your top-level page. There is no need to create a template record on sub-pages, unless you plan to add different functionality or extension-specific instructions.
Now you must create a “typoscript template record” within your TYPO3 installation to be the “communicator” between the CMS and your website design template.

In the left column of the page, click on the “List” option [6].Click on the link to the page whose header you just edited [7].

Click the “Create new record” link at the bottom of the right pane [8].Select “Template” in the New Record creation area [9].
Give the template a unique title [10], preferably one that will describe its design and function (for instance, if it is the main template of the site, you might call it “My Site – Main”. Also, enter the Website’s title in the appropriate field [11]. This will display in the browser’s title bar when visitors come to the site.Enter the Constants [12] and Setup [13] information (see example documents in the Appendix I of this document).
Scroll down. Under “Clear” make sure the Constants and Setup boxes are checked [14] if you do not wish the template to inherit constants/setup from a template in a directory above it.

If the template is being applied to the root page (and serves as the main template for the website, make sure that the “Rootlevel” box is checked [14].Under Include static, select cSet stylesheets [15].
Under Include static (from extensions), select CSS Styled Content [16]. Scroll to the end and select the “Save and close” button
